Jeffrey Elms

Jeff Elms co-founded Delta Solutions in 1997. He became the sole majority owner of the firm in 2007 and served as President and CEO until becoming Chairman of the Board of Directors at the end of 2009.
During his first ten years at Delta Solutions, while serving as Vice President and CIO, Jeff was heavily involved not only in the establishment and management of Delta's corporate technology infrastructure but also in numerous client engagements involving implementation and enhancement of new financial systems, including the US House of Representatives, Department of Veterans Affairs and Department of Education.
Prior to founding Delta, he served as manager of application development for Rel-Tek Systems & Design, Inc. Earlier, while with American Management Systems, Inc. (AMS - now part of CGI), Jeff gained his initial experience in design, development and implementation of financial systems, serving as technical manager of the implementation of AMS's Federal Financial System (FFS) at the US Customs Service and also managing engagements for the Internal Revenue Service and Administrative Office of the US Courts.
Jeff holds dual degrees, a B.S. in Accounting and in B.S. Finance, from Virginia Polytechnic Institute and State University (Virginia Tech).
